No, this figure is not considered rare. While specific variants or damaged boxes may command higher prices, the standard production run was substantial enough that the item is readily accessible in the secondary market.

Sideshow Collectibles did not release a standalone Captain Antilles figure in 2009; the company is known for high-end 1/6 scale statues and figures, whereas the 2009 timeframe aligns with the release of the Star Wars: The Clone Wars series by Hasbro. Consequently, if your item is a standard action figure from that year, it is likely a Hasbro product, and if it is a Sideshow item, the year or character identification is likely incorrect. To authenticate the item, you should examine the packaging and base for specific manufacturer logos, check the copyright date on the figure's feet, and compare the sculpt details against verified images of known Sideshow or Hasbro releases from that period.

The Captain Antilles (Rebel Captain: Tantive IV) figure by Sideshow Collectibles is out of print and no longer available to purchase new from the manufacturer. Grading this figure requires a close inspection of the paint application on the uniform and the condition of the plastic, particularly checking for stress cracks on the joints and any fading on the fabric elements. You should also verify that the included accessories, such as the blaster and any display stand components, are intact and free from significant scuffs or missing pieces. Since Sideshow Collectibles figures from 2009 are not typically submitted to major third-party grading services like PSA for a sealed-box score, the condition is generally assessed visually by the seller or buyer based on the presence of original packaging, inserts, and the overall cosmetic state of the figure.
