No, the Tiffany Pop! Movies figure is not considered rare. It is a standard production item from Funko’s 2017 release line, and while specific variants like the Chase version are limited, the base figure was widely available.
The Tiffany Pop! Movies figure (SKU 468) is a standard retail item from the 2017 release, and its value is primarily determined by its condition and whether it remains in the original sealed box. As a mass-produced item from a popular franchise, it does not carry significant investment value, typically selling for a few dollars to perhaps $10–$15 in new, sealed condition on the secondary market. If the figure is loose or damaged, its value drops significantly, often to near zero.
The Tiffany Pop! Movies figure (SKU 468) was released by Funko in 2017 as part of the standard Pop! Movies line, so a genuine item should feature the standard Funko logo, correct color separation, and a sealed box with a holographic sticker. To authenticate your copy, verify that the box seal is intact and unpeeled, check that the figure's paint application is clean without bleeding, and confirm the SKU and copyright date match the 2017 release window. If the box is damaged or the figure shows signs of tampering, it may be a counterfeit or a used item, so comparing it to high-resolution images of verified authentic examples is recommended.

I cannot find reliable information confirming that a "Tiffany" character exists in the Funko Pop! Movies line, so I cannot provide specific grading criteria for that item. Generally, for any Funko Pop!, you should inspect the vinyl for cracks, scratches, or paint imperfections, check the head for proper alignment, and verify that the box is unopened and free of damage if you intend to sell it as sealed.
