No, the Tobias Funke Pop! Television figure is not considered rare. It was a standard production release by Funko in 2014 and is widely available on the secondary market, with prices typically remaining low due to its common status.
There is no reliable market data for a "Tobias Funke" Funko Pop! Television figure, as Tobias Funke is a German author and not a character from a television series that Funko has licensed for vinyl figures. It is likely that the item name is a confusion with a different character or a custom, non-standard product, meaning standard retail value estimates do not apply.

Tobias Funke is a well-known German author, not a television character, and Funko's 2014 catalog does not list a product matching this description. There is no standardized third-party grading service for Funko Pop! figures, so you should assess the condition yourself by inspecting the figure for paint transfer, scratches, or mold lines and checking that the box is free of dents, creases, or shelf wear. For the Tobias Funke Pop! Television (SKU 116), pay particular attention to the integrity of the head and any accessories, as these are common points of damage.
